Usually, yes. Most NHS organisations ask for an NHS DTAC assessment before a pilot goes live. DTAC covers clinical safety (DCB0129), data protection (DSPT and UK GDPR), technical security (Cyber Essentials), interoperability and usability, and some buyers will also ask about ISO 27001. Yes, if your software is used in NHS care. DCB0129 requires manufacturers to have a named, suitably qualified Clinical Safety Officer (CSO), and most early-stage teams do not have one in-house.
